All staff members are encouraged to attend building level meetings and share
their thoughts/concerns with their building representative. The building
representatives in turn attend monthly meetings to share the pulse of the
buildings with leadership.  This allows everyone to more fully understand
strengths and concerns within the district.

Great Public schools are a basic right for
every child

Missouri NEA’s Position on Collective Bargaining for Educational Employees In
summary, MNEA believes:


1. In the constitutional right to collective bargaining for public employees, as affirmed
by the Missouri Supreme Court;


2. That this right supersedes statute, or the absence of a statute;


3. That, in the absence of a statute, it is the responsibility of employers to recognize
and implement this right in a manner which reflects all of the inherent elements of
real collective bargaining;


4. That the right to collective bargaining necessarily includes the right of employees
to elect democratically an exclusive bargaining representative;


5. That all MNEA locals should establish 8goal of becoming an exclusive bargaining
representative in their districts or institutions;


6. That the goal of all collective bargaining should be the creation of legally binding
and enforceable collective bargaining agreement;


7. That implementation of the right to bargain collectively inherently includes a formal,
enforceable requirement that the parties bargain in good faith;


8. That the goal of collective bargaining in our public schools is the creation of a
great public school for every student, and;


9. That this goal is best attained when the collective bargaining process includes a
formal, nondisruptive process for the resolution of impasse and disputes.


Note: This position paper is the outcome of ongoing discussions of, and lessons
learned by, the St. Louis and Kansas City regional Coordinated Bargaining Councils;
the MNEA Bargaining Assessment Team; and MNEA Board of Directors; and meetings
and discussions with and among MNEA staff. Meetings were held over several
sessions from April, 2007 to August, 2008. Presented to the MNEA RA November 7,
2008.
